I wish to draw the attention of the competent authorities of the Education Department to the anxiety, hardship and uncertainty being faced by several teachers whose names have appeared in the recent Teachers’ Registry Portal (TRP) Rationalisation Transfer List, despite apparently falling under categories that had earlier been indicated for exemption from rationalisation/transfer, subject to fulfilment of the prescribed conditions.

Many affected teachers have already submitted genuine representations seeking review, rectification and cancellation of their transfer orders, duly supported by relevant documentary evidence. However, the continued uncertainty over the disposal of these representations has caused considerable mental stress, anxiety and practical difficulties.

We, therefore, earnestly appeal to the competent authorities to examine these cases on priority and issue the necessary modified/cancellation orders at the earliest, wherever the claims are found genuine.

As per the instructions previously circulated by the Education Department, certain categories of teachers – including those who have not completed the prescribed minimum tenure of three years, teachers engaged in census/BLO duties, eligible intra-district transfer cases, and teachers on the verge of retirement – were to be considered for exemption from rationalisation/transfer, subject to the applicable provisions and submission of supporting documents.

It is, therefore, a matter of serious concern that the names of some teachers apparently falling within these categories have nevertheless figured in the rationalisation transfer list. This has naturally created confusion and apprehension among the affected teachers, particularly those who believe that their cases are covered by the department’s own instructions.

It is also pertinent to mention that during the earlier self-request transfer exercise through TRP, cases involving teachers who had not completed the mandatory three-year tenure were reportedly reviewed and rectified through subsequent modified orders. We respectfully hope that the same principle of fairness and prompt corrective action will also be extended to genuine cases arising from the present rationalisation transfer exercise.

Another important concern is that several affected teachers have already rendered substantial service in hard-belt or hard-area postings. Such previous service deserves due consideration while reviewing their cases. If relevant service particulars are incomplete, inaccurate or not properly reflected in the TRP, no teacher should be made to suffer merely because of a data or system-related discrepancy. The documentary service records submitted along with the representations should, therefore, be carefully verified before a final decision is taken.

The prolonged uncertainty is affecting not only the teachers concerned but also their families and their ability to concentrate fully on their professional responsibilities. The affected teachers are not seeking preferential treatment; they are only requesting that their genuine grievances be examined fairly, transparently and strictly in accordance with the department’s notified guidelines and prevailing transfer policy.

Through this forum, we make a sincere and humble appeal to the director of elementary education, director of secondary education, the education commissioner, and the education minister to kindly intervene and ensure an early, fair and compassionate examination of all genuine representations supported by documentary evidence.

We have full faith in the competent authorities and sincerely hope that the grievances of the affected teachers will receive due consideration, and that modified/cancellation orders in all eligible and genuine cases will be issued without further delay.

An early and considerate decision would provide much-needed relief to the affected teachers, remove the prevailing uncertainty, strengthen confidence in the TRP-based rationalisation process, and enable teachers to continue discharging their duties with peace of mind, dignity and renewed dedication towards the education of our children.
