Governor Parnaik has expressed serious concern over recurring weaknesses in financial management and delays in project implementation in Arunachal Pradesh.
The concerns were raised during a review of the State Finances Audit Report for the year ending March 31, 2025. The audit report was presented at Lok Bhavan.
The Governor stressed the need to strengthen the Integrated Financial Management System through greater computerisation and technology-based monitoring.
Parnaik noted that Arunachal Pradesh’s limited working season and delays in project execution often lead to a rush to spend funds in March, reducing efficiency and effectiveness. He emphasised that financial planning should begin well before budget allocations are made.
The CAG’s observation that Arunachal Pradesh has a relatively healthy financial position compared to many states, while certain concerning trends remain and require closer monitoring and corrective action, brings a ray of hope.
Inadequate advance preparation often results in the loss of nearly two quarters of the financial year, significantly slowing project implementation. Detailed project plans and tender documents must be prepared well in advance so that work can commence immediately once funds are released.
The fact that the Governor has called for better financial planning, faster project execution and greater use of technology to improve transparency, prevent last-minute spending and ensure more effective utilisation of public funds in Arunachal Pradesh should prompt the government to act swiftly and plug all the gaps.
It is a fact that last-minute planning and policy implementation centred around the financial year-end have rarely resulted in anything concrete, as policies are often half-baked and implemented without adequate study of needs and execution mechanisms.
