ITANAGAR, 25 Aug: The All Arunachal Contractors' Welfare Association (AACWA) has submitted two separate memorandums to Union Parliamentary Affairs and Minority Affairs Minister Kiren Rijiju, seeking his urgent intervention for speedy clearance and budgetary allocation for five strategically important infrastructure projects, in the larger interest of the local population of Arunachal Pradesh and the national security forces.
The projects and the demand placed in the first memorandum before the union minister are construction of a two-lane viaduct from Yupia Tinali to Kalamithi Doimukh-Potin road, two-lane tunnel from Hoj to Yazali on the Doimukh Ziro road, and expediting of the East-West Industrial Corridor.
In the memorandum, AACWA president Nabam Akin Hina stated that these strategically importance projects would greatly enhance civilian livelihood, boost regional economic integration, and guarantee swift, all-weather tactical movement for the Indian armed forces.
The association stated that the proposed high-clearance two-lane viaduct from Yupia Tinali to Kalamithi Doimukh-Potin road will bypass vulnerable, landslide-prone terrain and ensure unhindered, rapid transit for heavy military convoys and vital civilian supply chains.
While justifying the construction of the two-lane tunnel from Hoj to Yazali, the AACWA said it would eliminate treacherous high-altitude choke points and ensure reliable, all-weather connectivity that is secure from external disruptions and extreme weather conditions.
The association said the proposed 692-to-967-km-long two-lane East-West Industrial Corridor along the foothills from Bhairabkunda in the west to Kanubari and Manmao in the east would serve as an economic lifeline. It would establish an alternative internal artery, completely insulating the state from unexpected border frictions, travel disruptions, and economic blockades.
It added that the corridor would seamlessly connect potential production centres, horticultural hubs, agricultural markets, and rural villages, lower logistic costs, curb rural-urban migration by generating employment opportunities, support the Act East Policy and strengthen defence logistics.
In the second memorandum, the association demanded two viaducts on NH 713 (Joram-Koloriang road) - one at Dokio Langpo sinking zone between New Palin and Old Palin, and the other at the Langba block point.
The association stated that the high-clearance viaduct at Dokio Langpo sinking zone would bypass vulnerable, landslide-prone terrain. It said that standard hill-cutting and clearance methods have failed at both locations, causing chronic supply chain isolation for local communities due to regular landslides, making viaducts the only viable all-weather solution.
"These infrastructure upgrades will seamlessly bridge the gap between national defence readiness and civilian prosperity," the association said, and urged the union minister to take up these matters with the Ministry of Road Transport & Highways, the Ministry of Defence, and the union Cabinet to ensure swift budgetary sanctions.
