Editor,
We wish to draw the attention of the chairman, Arunachal Pradesh Public Service Commission (APPSC), and the director of higher and technical education to certain concerns regarding the shortlisting and recruitment process for the post of assistant professor in education.
It is a matter of concern that the screening process may not have adequately verified the academic qualifications of all shortlisted candidates in accordance with the prescribed eligibility criteria under Appendix II, Table 3B, particularly regarding the requirements for a bachelor's degree, a master's degree, the National Eligibility Test (UGC-NET), and a PhD.
We have received information raising questions about whether certain selected candidates obtained their MA in education while simultaneously pursuing a regular PhD programme, during a period when such concurrent enrolment may not have been permissible under the applicable regulatory framework.
Questions have also arisen regarding the sequence of academic qualifications and the fulfilment of the prescribed eligibility conditions.
In view of these concerns, we respectfully urge the APPSC and the directorate of higher and technical education to conduct a thorough and impartial verification of the academic credentials of the selected candidates before issuing appointment letters or finalising their appointments. The verification should include the year of admission, academic session, and duration of the MA in education programme, as well as the validity of the UGC-NET certificates and the PhD admission and enrolment records. The applicable rules and regulations in force during the relevant academic sessions should be taken into account while assessing each candidate's eligibility.
We further request the authorities concerned to ensure that all candidates are assessed uniformly and transparently in accordance with the prescribed recruitment rules and applicable regulatory guidelines. If any discrepancies are established, appropriate action may be taken in accordance with the law and due process, including during the probationary period, wherever legally permissible.
The recruitment of assistant professors is vital to maintaining academic standards and public confidence in the selection process. A fair, transparent, and properly verified recruitment procedure will safeguard the interests of eligible candidates and uphold the credibility of the commission and the higher education system in Arunachal Pradesh.
We sincerely hope that the authorities concerned will give due consideration to this appeal and take appropriate action in the interest of fairness, transparency, and academic integrity.
