ITANAGAR, 15 Jul: The All Puroik Youth Association (APYA) has sought an independent inquiry into the functioning of the Puroik Autonomous Board, alleging irregularities in the implementation of welfare schemes and lack of transparency in the approval of development proposals.

Addressing a press conference at the Arunachal Press Club on Thursday, All Bichom District Puroik Youth Association president Rasam Rojo said the Association had submitted a representation to the chief secretary on 15 July seeking an inquiry into alleged unauthorised collection of money from beneficiaries in connection with welfare schemes implemented through the Board.

Rojo acknowledged the state government’s decision to constitute the Puroik Autonomous Board in 2017, saying it was an important step towards the welfare and development of the Puroik community. However, he alleged that several villages had remained deprived of development benefits despite the Board’s existence.

He said the Puroik community is spread across seven districts and that available funds under the Board should be allocated based on the developmental needs of villages, including requirements related to community infrastructure, drinking water and other basic facilities.

Alleging irregularities in the approval process of development proposals, Rojo claimed that some beneficiaries were asked to pay money for approval of projects. He said the Association had found no government provision authorising such collections and has sought an inquiry before the finalisation of welfare schemes.

Rojo also denied allegations that he had interfered with an official board meeting on 15 July, stating that he had visited the department for another matter and had no intention of disrupting any proceedings.

He further alleged that a later confrontation took place at his residence and claimed that he was assaulted. He said an FIR had been lodged with the police and that supporting evidence would be submitted to the investigating authorities.

The Association has also demanded that the present members of the Puroik Autonomous Board should not be re-appointed after their tenure ends in November 2026. It urged the government to constitute the next Board after consultations with recognised Puroik organisations to ensure wider community representation.

Rojo appealed to community members not to pay any money demanded for approval of welfare schemes and requested those who had already made such payments to seek refunds while urging the government to investigate the allegations.
