The Gauhati High Court has issued notices to the state of Arunachal Pradesh and the Arunachal Pradesh Public Service Commission. The court has allowed the petitioners to participate in the ongoing recruitment process, but their participation remains subject to the final outcome of the case.
The petitioners, the Lekang Indigenous Right Forum, represent youths and students from the Moran, Deori, Adivasi, Kachari, and Tai Ahom communities living in the Lekang administrative circle of Namsai district. They challenged a state recruitment rule requiring candidates for direct recruitment to Arunachal government jobs to possess a valid permanent resident certificate, an APST certificate, and knowledge of an indigenous tribal language.
Specifically, they challenged recruitment advertisements of 04/2026, 05/2026, and 06/2026 for various Group A and Group B posts.
The petitioners contend that making PRC and APST status mandatory effectively removes the unreserved category from these government recruitments.
The court has only granted an interim opportunity to the petitioners to participate in the ongoing recruitment, pending the final decision. Meanwhile, organisations like the All Arunachal Pradesh Students' Union and the Arunachal Indigenous Tribes Forum have been relentlessly seeking 100 percent reservation for the indigenous population, prompting the government to introduce these three conditions for employment. It remains to be seen how the state will react as it is once again caught between a tricky legal situation with court orders on one side and the demands of the indigenous population on the other.
