ITANAGAR, 25 Sep: The Joint Action Committee (JAC) of Chakma & Hajong CBOs of Arunachal Pradesh on Friday wrote to the Arunachal Pradesh chief electoral officer, seeking an official review, reconciliation and verification of abnormally high deletions in electoral rolls in areas having substantial Chakma and Hajong populations following the special intensive revision (SIR) 2026.

In its letter, the JAC stated that it had undertaken a preliminary compilation of publicly available electoral-roll data relating to selected polling parts in four Assembly constituencies having substantial Chakma and Hajong populations, namely: Doimukh, Chowkham, Bordumsa-Diyun and Miao.

"Our preliminary compilation indicates substantial reductions between the relevant previous/mother roll and the SIR 2026 final roll in a number of polling parts. At the constituency level, the preliminary figures indicate reductions of approximately 66.45% in Doimukh, 21.87% in Chowkham, 50.73% in Bordumsa-Diyun and 95.96% in Miao in the polling-part data compiled by the JAC. The JAC wishes to emphasise that these figures are preliminary compilations for the purpose of seeking official reconciliation. We are not, at this stage, characterising every reduction as wrongful deletion, disenfranchisement or exclusion of an eligible elector," it said.

The JAC has requested the CEC to undertake a polling-part-wise reconciliation covering the relevant previous/mother roll; the SIR draft roll published on 21 July, electors not included in the draft roll, additions and deletions during the claims and objections period, and the SIR final roll published on 22 September.

It also urged the electoral authorities concerned to verify and communicate, in aggregate and without disclosure of unnecessary personal information, the number of electors removed under the applicable categories, including deceased permanently shifted, duplicate/multiple enrolment, not ordinarily resident; Form 7 objections, non-enumerated/non-returned enumeration documentation, verification failure, and other prescribed categories.

The JAC also sought clarification regarding the status and application during SIR 2026 of the historical ECI instructions concerning electoral enrolment of Chakma and Hajong electors, including the special guidelines issued in 2005 and 2007.

"We request that the competent authority clarify whether those instructions have subsequently been rescinded, superseded, modified, incorporated into later instructions, or otherwise dealt with by the Election Commission. This request is made particularly in view of the judicial history concerning electoral enrolment of Chakma and Hajong electors and the need for consistency and transparency in the application of the electoral-roll framework," it added.
