ITANAGAR, 3 Oct: The Hollongi Village-I & II Land Affected Welfare Committee (HVLAWC) on Saturday demanded that the government of Arunachal Pradesh review certain provisions of the Arunachal Pradesh Airport Area Development Authority Draft Bill, 2026.
Addressing journalists at the Arunachal Press Club, HVLAWC president Tana Tara said the government's initiative to introduce the Bill was welcome, but certain provisions required review.
Expressing concern over the existing provisions, he said that under the Bill, recruitment to Group-A posts would be made through the Arunachal Pradesh Public Service Commission (APPSC), while recruitment to Group-B, C and D posts would be made through the Arunachal Pradesh Staff Selection Board (APSSB).
He demanded that this arrangement be reviewed.
He said Group-C and Group-D posts should be filled by giving preference and opportunities to eligible persons belonging to land-affected families, including for posts such as Lower Division Clerk (LDC), Data Entry Operator, Multi-Tasking Staff (MTS), Driver and Peon.
On the provisions relating to the reconstitution, re-allocation and relocation of plots under Section 45(b) of the Bill, the committee said these could lead to disputes and misuse. It urged that the provision be reconsidered and that land acquisition be undertaken in phases, based on the actual requirements of the proposed Aero City, with fair compensation and rehabilitation benefits.
Regarding Section 115(2)(c), which deals with the powers and duties of a police officer to arrest a person on receipt of a complaint from the Authority in respect of an offence under the Act or the Rules, the committee demanded that the provision be suitably amended to clarify that any arrest shall be made strictly in accordance with the Bharatiya Nagarik Suraksha Sanhita, 2023 (BNSS), and only when the statutory conditions for arrest are satisfied.
A complaint by the Authority alone should not automatically constitute grounds for arrest, the committee said.
It further demanded that the provision under Section 4(2)(xiii) be modified so that at least one representative of the land-affected committee is included as a member of the Authority.
