ANINI, 11 Aug: An orientation programme for the newly appointed members of the Child Welfare Committee (CWC) and the Juvenile Justice Board (JJB) of Dibang Valley district was held here on Tuesday with the objective of strengthening their understanding of the provisions, procedures and responsibilities under the juvenile justice framework.
The programme focused on enhancing the capacity of the newly appointed members to effectively discharge their statutory duties in matters concerning children in need of care and protection (CNCP) and children in conflict with law (CCL), in accordance with the Juvenile Justice (Care and Protection of Children) Act, 2015 and the rules and guidelines issued thereunder.
The programme was attended by the newly appointed members of the CWC and the JJB, along with officials and functionaries associated with child protection services in the district.
The resource persons included Principal Magistrate T Tallong, who provided insights into the judicial and legal aspects of juvenile justice; OC T Khinlong, who deliberated on the role of police and the SJPU in handling cases involving children; advocate Oki Mihu, who elaborated the legal procedures and the role of legal and probation services; and District Child Protection Officer D Linggi, who briefed the participants on the functioning of the CWC, the JJB and the District Child Protection Unit (DCPU), along with various child protection mechanisms.
The resource persons emphasised the importance of a child-friendly, sensitive and rights-based approach while dealing with children.
The participants were also sensitised to the need for proper documentation, timely disposal of cases, coordination among stakeholders, and ensuring the best interests, dignity, safety and rehabilitation of every child coming before the CWC and the JJB.
The programme concluded with an emphasis on continued coordination among the CWC, JJB, DCPU, SJPU, police, legal services and other stakeholders for effective implementation of the Juvenile Justice Act and protection of the rights and welfare of children in the district. (DIPRO)
