PASIGHAT, 22 Jul: A District Monitoring Committee (DMC), headed by SDO (J) Makbul Siram, on Monday inspected seven rehabilitation centres across East Siang district, including the Government De-Addiction and Rehabilitation Centre in Jarkong, to review their functioning and ensure compliance with the prescribed guidelines.
The inspection team comprised DMO Dr Yagling Perme, DDAC Dr O Borang, DSP Toni Tatak, DDSE Adhuk Tabing, ICDS DD Mailong Taku, and others.
During the inspection, the committee interacted with the inmates and staff members to assess the availability of basic facilities and services being provided at the rehabilitation centres. The team also reviewed the overall functioning of the institutions, including healthcare facilities, counselling services, staffing patterns, and the availability of qualified medical professionals to ensure effective rehabilitation and well-being of the inmates.
Speaking during the visit, DDSE Tabing highlighted the importance of vocational and skill development activities being facilitated by the district administration from time to time. He stated that such initiatives help inmates acquire productive skills, promote self-reliance, and support their successful reintegration into society.
ICDS DD Taku briefed the managements of the rehabilitation centres on the provisions of the Juvenile Justice (Care and Protection of Children) Act. She emphasised that any case involving a juvenile must be reported without delay to the juvenile justice authorities or the Special Juvenile Police Unit (SJPU) for necessary legal intervention and protection.
The committee also reviewed the maintenance of records, safety measures, hygiene, and the overall living conditions of the inmates. The members advised the managements of all rehabilitation centres to strictly adhere to the prescribed norms, standard operating procedures, and guidelines issued by the competent authorities while ensuring quality care, discipline, and an environment conducive to rehabilitation.
The committee reiterated that regular monitoring and coordinated efforts among the departments concerned are essential to strengthen rehabilitation services and ensure that the centres function in accordance with the objectives of de-addiction, care, and social reintegration. (DIPRO)
