Editor,

I respectfully submit this repeat follow-up representation to the chief minister regarding the continuing serious concerns surrounding the implementation of the Chief Minister Yuva Kaushal Yojana (CMYKY) under the Department of Skill Development & Entrepreneurship.

Despite repeated representations and serious allegations raised by various stakeholders, responsible citizens and social activists, along with concerns reported in the media, there remains no clearly visible action addressing the core issues.

The continuing silence is deepening public apprehension and adversely affecting the credibility of a programme intended exclusively for the future of Arunachal Pradesh' youths.

Serious questions have emerged regarding the empanelment of training providers, the August 2026 target allocations, the concentration of substantial targets among a few private providers, and compliance with prescribed eligibility, accreditation, infrastructure and capacity requirements.

Of particular concern are allegations that certain officials handling the CMYKY are attempting to rush through and complete the ongoing programme by allegedly influencing or managing higher authorities, reportedly with the support of a few private training providers, with the objective of exhausting the several crores of rupees presently earmarked for the programme. If substantiated, such conduct would represent a grave breach of public trust and warrant immediate independent scrutiny.

The government must ensure that the pressure to complete targets or utilise sanctioned funds does not take precedence over genuine training, employment outcomes, transparency and accountability.

The multi-crore funds allocated for the CMYKY are valuable public resources meant exclusively for the youths of Arunachal. They must not be allowed to become part of any alleged profit-driven private business arrangement, preferential treatment or improper financial benefit involving officials and private interests.

I therefore earnestly request the chief minister to:

1. Immediately keep the disputed allocations and associated work orders in abeyance pending independent verification.

2. Remove the officials directly concerned with the questioned decisions from their present CMYKY responsibilities pending an impartial inquiry, wherever necessary, to ensure fair scrutiny.

3. Order a time-bound, independent inquiry into the RFP, empanelment, target allocations, eligibility and accreditation of providers, and any alleged nexus, undue influence or financial impropriety involving officials and private training providers.

4. Immediately review and reform the present implementation pattern, including the existing private-provider/MoU model, and consider transparent partnerships with reputed government and national training institutions.

5. Take appropriate exemplary administrative and legal action against anyone found responsible for corruption, collusion, abuse of authority or misuse of public funds.

Continued silence or inaction may further erode the confidence of Arunachal's youths and cause lasting damage to the credibility of the CMYKY and the department. At this critical stage, a firm and visible intervention can turn the present negative perception into a positive message of accountability and renewed commitment to our youths.

I therefore earnestly appeal for the CM's urgent intervention to immediately stop the questioned private-provider modus operandi, prevent further utilisation of the multi-crore funds until their proper use is independently established, and introduce decisive corrective measures under his leadership. Such action would restore confidence among Arunachal's youths and reaffirm that the CMYKY exists to create genuine skills, recognised training and meaningful career opportunities - not to facilitate any private profit-driven arrangement.
