Editor,

I respectfully submit this representation to the chief minister in the larger public interest regarding serious allegations and concerns surrounding the implementation of the Chief Minister's Yuva Kaushal Yojana (CMYKY) under the Department of Skill Development & Entrepreneurship.

The scheme represents an important and ambitious initiative of the chief minister, aimed at creating meaningful opportunities for the highly aspiring and talented youths of Arunachal Pradesh. Its transparent, fair and effective implementation is therefore of vital public importance.

The August 2026 allocation of several crores in public funds has triggered widespread allegations from empanelled training providers and stakeholders. Despite around 20 providers being empanelled, a substantial share was reportedly allocated to a few selected organisations, raising concerns of preferential allocation, possible financial benefit and vested interests of officials managing the process. The apparent lack of effective departmental response has further heightened concerns that such practices may continue unchecked, warranting immediate independent scrutiny of the allocation and the role of the officials concerned.

There are also serious concerns of clear procedural non-compliance with the RFP and the terms and conditions of the empanelment letter-cum-department order issued by the department, particularly regarding eligibility, NSDC accreditation/affiliation, portal recognition, infrastructure, manpower, and training capacity.

The RFP, empanelment letter-cum-department order and August 2026 target allocation notice/order therefore provide the primary documentary basis for independently examining whether the allocation was made fairly and in accordance with the prescribed criteria.

In view of these concerns, an independent, impartial and time-bound inquiry is essential. Pending such verification, further allocation and disbursement may be kept under strict review to protect public funds and prevent any undue influence or interference with the inquiry.

I therefore respectfully request the chief minister's office to:

1. Order an independent, impartial and time-bound inquiry into the entire CMYKY empanelment, target allocation and implementation process, with particular scrutiny of the role, decisions, conduct and accountability of the responsible officials handling and managing the project.

2. Examine any alleged misuse of official position, favouritism, undue influence, conflict of interest or direct/indirect financial benefit involving the responsible officials handling the project and selected training providers, including any attempt to delay, obstruct or prevent the initiation or proper conduct of any official inquiry.

3. Verify the mandatory eligibility and compliance of recipient training providers, particularly NSDC accreditation/affiliation, relevant portal recognition, infrastructure, qualified trainers and actual training capacity through physical and documentary verification, including geotagged evidence.

4. Examine the basis for disproportionately high target allocations to selected providers and whether such allocations were justified by the prescribed RFP/empanelment criteria, verified capacity and past training and placement performance.

5. Direct that the ongoing project should not be hurried merely to utilise sanctioned funds, and that every expenditure be properly verified and linked to genuine training outcomes and the intended benefit of the youths.

Considering the magnitude of public funds involved and the repeated concerns already raised, the matter now requires urgent and visible intervention rather than further delay.

A credible, independent and time-bound inquiry is essential to protect public funds, fix responsibility wherever warranted, and preserve the credibility and integrity of the chief minister's flagship initiative for the youths of Arunachal.

This representation is made in good faith, without prejudging any individual, and solely to establish the facts, ensure accountability wherever warranted, and safeguard the CMYKY from any irregularity, undue influence or vested interest.
