Editor,
I respectfully submit this reminder and follow-up representation to the chief minister regarding the widely circulated allegations of large-scale corruption and serious financial and procedural irregularities in the Chief Minister Yuva Kaushal Yojana (CMYKY) under the Department of Skill Development & Entrepreneurship.
The continuing nature of these allegations calls for immediate intervention at the highest level.
As several crores of Government of Arunachal Pradesh funds are committed to this important youth initiative, any further delay in corrective action may expose public funds to avoidable misuse or wastage and further undermine its intended purpose. I therefore earnestly seek the chief minister's personal intervention to expedite an independent inquiry, suspend the disputed process, and urgently put in place corrective measures to ensure proper utilisation of CMYKY funds for the genuine empowerment of Arunachal's youths.
The empanelment documents and subsequent August 2026 allocation/work orders prima facie reveal serious and apparent violations of the prescribed regulatory, procedural and contractual requirements, with the stipulated compliance framework seemingly ignored in the allocation and implementation process. Such apparent violations demand immediate independent scrutiny, fixation of responsibility, and stringent corrective action.
Repeated allegations in representations from various quarters indicate that the department is rushing to complete and utilise the several-crore CMYKY fund within a short period, allegedly to facilitate further fund allocations and continuation of commission-based arrangements with a few selected training providers.
There is also a serious apprehension that completion may be projected largely through documentation, without ensuring genuine ground-level training, quality and youth outcomes. Given the repeated nature of these allegations, immediate independent verification and preventive action are imperative to safeguard public funds.
Serious allegations of preferential and commission-driven allocations to a few training providers, coupled with excessive control by certain officials, require the chief minister's immediate personal intervention. The entire ongoing CMYKY process should be suspended and reviewed, so that the several-crore government fund is properly utilised for genuine skill development and youth empowerment, rather than being diverted through alleged fraudulent, commission-based allocations benefiting a few business-minded officials and training providers.
I therefore respectfully request the chief minister's personal intervention to:
1. Order an immediate, independent and time-bound inquiry into the CMYKY allocation and implementation process, including RFP/empanelment compliance, August 2026 work orders and the role of officials concerned and training providers. Pending inquiry, suspend the ongoing project and further allocations/work orders to prevent further commitment or wastage of public funds.
2. Ensure immediate administrative accountability by removing/replacing officials from exclusive control wherever credible allegations arise, and constitute a CM-instituted independent expert/monitoring committee for transparent, multi-level oversight of allocation, implementation, quality and fund utilisation.
3. Urgently redesign and restructure the CMYKY to restore the chief minister's vision of high-end, job-linked training for Arunachal's unemployed youths. The several-crore government fund must be transparently utilised for genuine skills and employment outcomes, free from any alleged preferential or commission-driven arrangements involving a few officials and training providers.
The CMYKY appears to have drifted from the chief minister's core vision of providing high-end, job-linked training and real employment opportunities to Arunachal's unemployed youths. Allegations of vested interests involving certain officials and a few training providers demand immediate intervention to redesign and restructure the project with a transparent, accountable and outcome-driven framework that restores its original purpose.
The present CMYKY mechanism urgently requires review and restructuring to break any alleged nexus between officials and selected training providers. Officials facing credible allegations should not retain exclusive control, and the project should be placed under independent, multi-level oversight to ensure transparent and accountable implementation.
Such immediate intervention is essential to safeguard the several crores of government funds and restore the CMYKY to its core purpose - delivering quality, job-linked skills and genuine employment opportunities to Arunachal's youths.
An immediate and credible investigation and corrective action would demonstrate the chief minister's zero-tolerance approach towards corruption, protect the public exchequer and restore confidence in this important youth-oriented initiative.
I therefore earnestly request the chief minister's personal intervention and urgent action in the larger public interest.
