Editor,

I am writing as an independent youth welfare activist to draw the chief minister's attention to serious concerns regarding the August 2026 target and fund allocation under the Chief Minister's Yuva Kaushal Yojana (CMYKY), implemented by the Department of Skill Development & Entrepreneurship.

Several petitions and representations from different individuals and stakeholders have already raised concerns regarding the disproportionate allocation of training targets involving several crores of government funds, compliance with the prescribed RFP and empanelment conditions, SIDH/NSDC requirements, and the actual capacity of certain training providers.

In view of the substantial public money involved, there is a genuine apprehension that, if the allocation process and implementation are not independently verified, several crores of government funds may be wasted or misutilised, thereby defeating the scheme's intended purpose of providing meaningful skill development and employment opportunities to the youths of Arunachal Pradesh. The matter has also received public attention through correspondence published in The Arunachal Times.

However, despite these repeated concerns, there appears to be no clear response or independent verification so far. The absence of timely scrutiny may increase the risk of financial loss to the government and ineffective utilisation of funds earmarked for youth welfare.

I therefore respectfully request the chief minister to order an independent, impartial and time-bound inquiry into:

# the methodology and criteria adopted for the August 2026 target allocation;

# the total public funds involved and the basis for their allocation;

# whether the recipient training providers comply with the RFP, SIDH/NSDC and infrastructure requirements;

# whether the allocated targets are proportionate to the actual capacity and performance of the training providers concerned; and

# the role and responsibility of the designated officers directly responsible for scrutiny and allocation.

This representation is not intended to prejudge the guilt or otherwise of any individual or organisation. It is submitted solely in the larger public interest to seek transparent and impartial verification of the concerns raised, prevention of possible wastage or misutilisation of several crores of government funds, accountability in the allocation process, and proper utilisation of public money intended for the skill development and employment of the youths of Arunachal.

I therefore request the chief minister's office to kindly acknowledge this petition and communicate the action taken or the authority entrusted with examining the matter.

Dora Seleck,

Independent youth welfare activist
