Editor,

I am writing as a social activist to bring to the chief minister's attention a matter of grave concern regarding the Chief Minister Yuva Kaushal Yojana (CMYKY).

This programme, implemented by the Department of Skill Development and Entrepreneurship, was designed with the objective of empowering and upskilling the unemployed youths of our state.

However, I have recently received numerous complaints and serious allegations from multiple empanelled training providers regarding a multi-crore scam involving arbitrary allocation of training targets. A preliminary review of the circumstantial documents - including the request for proposal (RFP), the empanelment notice, and the final training target allocation letter issued by the Department of Skill Development and Entrepreneurship - reveals a systematic and deliberate violation of established procedural norms.

According to the official empanelment notice, 20 training providers were successfully vetted and empanelled to carry out this training. However, the training target allocation letter demonstrates a complete departure from the terms and conditions outlined in the RFP. Instead of a fair, transparent, and equitable distribution among the qualified partners, training targets worth several crores have been overwhelmingly concentrated and allocated to a select few favoured training providers.

Alarmingly, there is a clear intention by the department to rush and complete the CMYKY at the earliest. The serious allegation here is that certain officials merely want to show a 'successful training programme' on paper through fabricated documentation. This superficial hurry is being driven strictly by people with vested interests to siphon off public funds and secure illegitimate financial gains of several crores through a tight nexus of a few corrupt officials and preferred training providers.

This calculated misuse of government funds severely undermines public trust and violates statutory financial guidelines. If left unaddressed, it will completely derail the empowerment goals intended for our state's youths.

Therefore, I earnestly request the chief minister's office to:

1. Stay the current flawed target allocation process executed by the Department of Skill Development and Entrepreneurship with immediate effect.

2. Order a high-level, independent inquiry into the procedural non-compliance, RFP violations, and the roles of the department officials and the OSD involved.

3. Re-allocate the training targets in a fair, transparent, and legally compliant manner among all 20 eligible, empanelled training providers.

4. Mandate stringent new procedural compliance by establishing a newly formed, independent empowerment committee consisting of experts from various diverse fields. This committee will oversee the programme to prevent the ongoing misuse of the government exchequer, ensuring that public money is utilised properly for the genuine development and upliftment of the youths of Arunachal Pradesh.

The clear contradictions and procedural violations are fully visible when comparing the official guidelines against the final distribution.
