I wish to bring to your notice serious complaints and allegations received from several empanelled skill training providers regarding the implementation of the Chief Minister Yuva Kaushal Yojana (CMYKY) by the Skill Development & Entrepreneurship Department.

The department issued an RFP, prescribing clear eligibility conditions, assessment parameters, evaluation criteria and empanelment procedures. Following the prescribed process, 20 training providers were reportedly empanelled in April 2026.

However, subsequently, a target allocation order in August 2026 reportedly allocated substantial training targets to only a few empanelled organisations. This has raised serious concerns regarding whether the allocation was made strictly in accordance with the RFP and the conditions contained in the empanelment order.

In particular, the empanelment order reportedly states that training targets would be provided to training providers whose centres had obtained valid accreditation/affiliation certificate from the NSDC through the SIDH portal.

There are allegations that some organisations receiving large allocations may not have fulfilled this prerequisite at the relevant time. There are also complaints regarding the adequacy of infrastructure and manpower of certain organisations in relation to the unusually large targets allocated to them.

Further, allegations have been made by stakeholders regarding possible preferential treatment and improper financial considerations in the allocation of this multi-crore government-funded programme. These allegations may kindly be treated as complaints requiring independent verification and not as established facts.

In view of the substantial public money involved and the importance of the CMYKY for the unemployed youths of Arunachal Pradesh, I respectfully request the chief minister's office to order an independent, impartial and time-bound inquiry into:

1. Whether the RFP and empanelment conditions were strictly followed;

2. Whether all organisations receiving targets possessed valid NSDC/SIDH accreditation and required infrastructure;

3. The basis and methodology adopted for the August 2026 target allocation;

4.Whether any organi-sation was given undue or disproportionate preference; and

5. Whether there is any evidence of financial irregularity, conflict of interest, or other misconduct.

I also request that, pending verification, further release/utilisation of public funds under disputed allocations may be reviewed as per applicable rules.

The objective of the CMYKY is to empower the youths of Arunachal through genuine skill development and employment, and every rupee of public money should serve that purpose.

I therefore request the chief minister's intervention to ensure transparency, accountability and proper utilisation of the government exchequer, and to protect the integrity of this important youth-oriented programme.
