I am writing in my capacity as a freelance reporter after receiving complaints from several empanelled training providers under the Chief Minister's Yuva Kaushal Yojana (CMYKY), implemented by the Department of Skill Development & Entrepreneurship.

The department had invited an RFP for empanelment of experienced and proven training providers for CMYKY training programmes. The RFP clearly prescribed eligibility criteria and a 100-mark evaluation matrix. Subsequently, around 20 training providers were empanelled.

However, according to the complaints received, CMYKY targets involving several crores of government funds have subsequently been allocated only to a few empanelled training providers, while the majority were allegedly deprived of targets. At the same time, very large targets have reportedly been allotted to certain training providers whose training capacity for the CMYKY project, infrastructure, manpower and placement record are being questioned.

This has raised serious apprehensions regarding whether the allocation of several crores of CMYKY government funds was made strictly in accordance with the RFP and prescribed evaluation criteria. There are also allegations of improper financial considerations, commission-based interests and undue favour to selected providers, which require independent verification.

I therefore respectfully request the chief minister to order an independent and impartial inquiry, review the target allocation, and examine the role of all officials/persons involved in the process. If any irregularity, favouritism or financial misconduct is established, appropriate action may kindly be taken as per law.

The CMYKY is an important initiative for skill development and employment of Arunachal Pradesh' unemployed youths. Several crores of government funds meant for this important objective must be utilised transparently and effectively for the benefit of the youths and should not become a source of undue private financial benefit.

I respectfully seek the chief minister's kind intervention to ensure transparency, accountability and proper utilisation of the CMYKY funds.
