Editor,

I respectfully submit this repeated representation, seeking the chief minister's urgent intervention into the implementation of the Chief Minister's Yuva Kaushal Yojana (CMYKY), a significant initiative launched by the chief minister for skill development and employment of the youths of Arunachal Pradesh.

As the project involves many crores of public funds, allegations have emerged of a possible nexus between certain officials and selected training providers, including selective allocation of substantial training targets for private financial considerations, allegedly in violation of the approved RFP, empanelment conditions, and departmental guidelines.

It is further alleged that large training targets were allocated without adequate verification of infrastructure, institutional capacity, NSDC/SIDH recognition, certification capability, eligibility, accreditation, inspection, and other mandatory compliance requirements.

The disproportionate allocation of large targets to only a few training providers, despite several empanelled providers being available, raises apprehension of a possible deliberate plan to complete the programme at the earliest and show it as successfully completed through documentary records, rather than genuine ground-level outcomes. If established, this could seriously defeat the core objective of the CMYKY.

I therefore request the chief minister's office to order a time-bound, impartial inquiry into the alleged irregularities in the CMYKY target allocation, particularly to ascertain compliance with the approved RFP, empanelment conditions, and departmental guidelines.

Considering the chief minister's vision of a purposeful, comprehensive and outcome-oriented skill-development programme, effective preventive safeguards, field verification and independent monitoring may kindly be adopted to ensure genuine training and outcomes.

The role of officials against whom allegations of corruption, collusion or procedural misconduct have been raised, along with the intermediaries and training providers concerned, may kindly be independently examined. Any proven irregularity or financial misconduct may be dealt with strictly in accordance with the law.

As these allegations have already circulated widely, creating mistrust among students and youths, a prompt and credible inquiry is essential to establish the truth, fix responsibility, and restore confidence, while safeguarding the vision, credibility and integrity of the chief minister's priority skill-development initiative and assuring the youths of Arunachal Pradesh of transparent, genuine implementation of the CMYKY.
