Editor,

I am writing to the chief minister's office as a committed RTI and social activist regarding the massive manipulation of public funds under the flagship schemek, the Chief Minister Yuva Kaushal Yojana (CMYKY).

While this multi-crore programme was envisioned for youth empowerment, recent target allocation orders issued by the Department of Skill Development & Entrepreneurship have reduced it to a corrupt, private, profit-oriented mechanism.

The complete silence and lack of preventative measures from the relevant department send a damaging message to the public, severely undermining the state's anti-corruption narrative.

1. Hard documentary evidence held

Through formal channels and complaints from aggrieved training partners, I hold explicit documentary evidence, including:

  • Copies of the original RFP-cum-EOI detailing mandatory technical evaluation criteria.

  • The higher authority-endorsed empanelment order listing 20 eligible training providers selected via a stringent pan-India appraisal.

  • The official scoring and marking index records indicating the capacity and infrastructure scores of these 20 vetted organisations.

2. Modus operandi of the alleged corruption

Despite a transparent evaluation process that qualified 20 competent providers, a heavily manipulated and rule-violating allocation order was executed.

Instead of distributing training targets logically based on official evaluation scores, the multi-crore budget was intentionally concentrated among a very limited number of favoured training providers. Serious complaints reveal that these preferred firms completely lack mandatory National Skill Development Corporation (NSDC) and Skill India Digital Hub (SIDH) portal accreditations, verified local physical infrastructure, or past placement records.

Evidently, specific responsible officials within the department and the officer on special duty (OSD) have bypassed statutory rules to secure illicit business commission income from these select providers, threatening massive wastage of the public exchequer.

3. Charter of demands

To safeguard public funds and the career of our youths, I earnestly request the chief minister's immediate executive intervention to:

a) Issue an immediate stay order: Freeze and halt all ongoing fund disbursements and execution processes under the flawed CMYKY target allocation order with immediate effect.

b) Constitute a special investigation team (SIT): Order a time-bound, independent probe led by a special investigation team to investigate the undue nexus between department officials, the OSD, and the favoured private entities.

c) Remove compromised officials: Direct the immediate removal or suspension of the specific department points of contact and the OSD against whom extensive manipulation charges are levelled, preventing them from tampering with official files.

d) Restructure and re-allocate: Overhaul the project execution process. Establish an independent empowerment committee to transparently re-allocate targets among all 20 eligible, vetted empanelled providers based strictly on their official RFP marking indexes.

I submit this petition in the larger public interest of our state and look forward to the chie minister's swift action to enforce transparency.

Akham Wangsu,

RTI & social activist
