Editor,
I wish to draw the attention of the state government to the recent allocation of training targets under the Chief Minister's Yuva Kaushal Yojana (CMYKY) by the Department of Skill Development & Entrepreneurship.
In April 2026, the department concluded an RFP process, empanelling 20 skill training providers based on capability metrics. However, the subsequent target orders issued in August 2026 completely contradict the spirit of fair competition. Instead of distributing targets logically, based on evaluation scores, a massive share of the multi-crore quotas has been concentrated among a select few chosen organisations. This has left the majority of empanelled partners entirely deprived.
Furthermore, serious questions are being raised regarding whether these heavily favoured organisations even possess valid, mandatory accreditations on the National Skill Development Corporation (NSDC)/Skill India Digital Hub (SIDH) portals.
Allocating public funds to entities without strictly verified local physical infrastructure, certified trainers, or placement track records defeats the core purpose of this flagship youth scheme. Bypassing established guidelines risks reducing this vital programme into a non-transparent exercise for commercial gain, rather than creating genuine employment for our youths.
Therefore, I earnestly appeal to Chief Minister Pema Khandu to order an immediate, independent inquiry into the August 2026 allocation metrics. A temporary freeze on these disputed funds must be implemented until a fair review is conducted to protect the future of the unemployed youths of Arunachal Pradesh.
