Editor,
I submit this follow-up representation to the chief minister in my capacity as an investigative journalist regarding serious allegations of large-scale financial and procedural irregularities in the implementation of the Chief Minister Yuva Kaushal Yojana (CMYKY) under the Department of Skill Development & Entrepreneurship.
The matter now requires urgent, fair and independent investigation, particularly as the allegations and concerns have been widely and repeatedly circulated among the youth community, generating considerable public apprehension. If left unaddressed, such allegations may create a doubtful narrative around a project personally associated with the chief minister and intended for the welfare and empowerment of the state's youths. A credible inquiry is therefore essential not only to establish the truth and fix responsibility, if any, but also to protect the credibility, integrity and public confidence in this important initiative.
The official RFP, April 2026 empanelment letter and August 2026 target allocation-cum-work order raise prima facie questions regarding the manner in which multi-crore training targets have been allocated, warranting an immediate, independent and time-bound investigation into the entire process and the role of officials involved.
In view of the seriousness of the allegations, the officials concerned may kindly be immediately divested of CMYKY-related responsibilities and brought under appropriate special investigation, so that the alleged existing modus operandi cannot continue or influence the inquiry. Until the inquiry is completed, the disputed target allocations and related work orders may kindly be kept on hold to ensure transparency, prevent any further irregularities, and safeguard public funds.
The CMYKY should thereafter be restructured from the present centralised system into a transparent, multi-layered and accountable mechanism, with responsibilities entrusted to sincere, honest and competent officers of proven integrity at different levels. Proper cross-verification and independent monitoring should be ensured at every stage of target allocation, approval, implementation and financial management.
The chief minister may also kindly consider constituting a neutral subject-matter team of independent experts/professionals to monitor the overall execution and progress of the CMYKY, with need-based surveillance, field verification and tracking at different levels to ensure timely detection and prevention of irregularities.
Such decisive intervention will help break any entrenched modus operandi, protect public resources and restore fairness and credibility. If the investigation establishes wrongdoing, the officials found responsible should be removed or replaced from the responsibilities presently entrusted to them, so that any established network, chain of influence or recurring modus operandi is effectively broken and cannot be replicated through the existing system.
The objective should ultimately be to create a clean, transparent and accountable implementation structure capable of delivering the genuine benefits of the CMYKY to the unemployed youths of Arunachal Pradesh and ensuring fair and exemplary success of the chief minister's flagship initiative.
I therefore earnestly request the chief minister to kindly intervene personally and order an immediate, credible and impartial inquiry, followed by necessary administrative and structural reforms, in the larger public interest and in the interest of thousands of young beneficiaries of the CMYKY.
