Editor,

I respectfully submit this representation to the chief minister in view of the ongoing controversy and serious allegations surrounding the implementation of the Chief Minister Yuva Kaushal Yojana (CMYKY), which have received public attention.

Considering the substantial public funds of the Government of Arunachal Pradesh involved and the importance of the CMYKY to the state's youths, the present situation calls for timely institutional redirection and a more accountable implementation model.

Rather than continuing the existing implementation pattern, I respectfully suggest a fresh institutional direction for the CMYKY, particularly to ensure that substantial public funds achieve their intended purpose of meaningful skill development and empowerment of Arunachal Pradesh' youths.

Suggested policy direction for CMYKY

1. End the present provider-linked pattern: The existing private training-provider linkage may be completely discontinued with immediate effect and henceforth, with CMYKY transitioned to an exclusive government-institutional model based on public accountability, institutional credibility and long-term youth outcomes.

2. Bring in reputed national institutions: The government may consider direct engagement of established government and nationally reputed institutions such as the Indian Institute of Entrepreneurship (IIE), NIESBUD, NIELIT, CIPET and other suitable central government, autonomous or premier public institutions, according to course requirements and institutional mandate.

3. Establish direct MoUs as the governing framework: Each institutional partnership may be governed through a direct and binding government-to-institution MoU, clearly defining responsibilities, financial obligations, training standards, certification, timelines and expected outcomes.

4. Create multi-level institutional accountability: Every institutional arrangement may have clearly designated institutional, departmental and field-level points of contact, ensuring direct administrative oversight and identifiable responsibility throughout implementation.

5. Protect the purpose of public funds: CMYKY resources should be channelled towards credible institutions, contemporary skills, recognised qualifications and meaningful career opportunities, ensuring that the substantial public investment serves its intended purpose - the advancement of Arunachal's youths.

Public funds must serve public purpose

In view of the serious allegations and concerns already in the public domain, a clear government commitment to zero tolerance for corruption, financial impropriety and misuse of public resources would reinforce public confidence.

A decisive transition towards reputed government and national institutions can provide the CMYKY with a stronger and more accountable implementation structure, while ensuring that valuable public resources remain focused on the skills, careers and future of Arunachal's youths.
