We wish to draw the attention of the authorities and the public to an issue that has been affecting governance and public service delivery in East Siang district for years.

While the government’s nationali-sation policy is being implemented across departments and mandates the transfer of employees to different districts, it appears that this rule is selectively applied. Teachers are being transferred regularly as per norms, yet posts such as UDC, LDC, and various assistant posts continue to remain occupied by the same individuals in East Siang for years, with no rotation or transfer till date.

This raises a genuine concern among the public: if rationalisation applies to all government services, why are only teachers subjected to it? Is it because other posts are politically connected or protected? Such selective enforcement undermines the very purpose of rationalisation, which is to ensure fair distribution of staff, prevent stagnation, and bring transparency in administration.

In our view, the non-transfer of UDC, LDC, and similar posts is one of the main reasons and roots of corruption at the district level. When officials remain in one place for an extended period, it fosters nexus-building, reduces accountability, and hampers the delivery of impartial services to the public.

We therefore appeal to the state government and the department concerned to treat all categories of government employees equally under the rationalisation system. Transfer policies should be uniformly implemented across every department, not just in the education sector.

We hope the authorities will take cognisance of this matter and act in the larger interest of transparency and good governance.
