I wish to bring to the notice of the chief minister serious concerns regarding the CMYKY target allocations made in August 2026 under the Department of Skill Development & Entrepreneurship, involving several crores of government funds.

The CMYKY project is an aspirational initiative of the chief minister, aimed at genuinely empowering the youths of Arunachal Pradesh. However, the recent allocation pattern raises an apprehension that the project may become a source of business and financial gain for a few selected training providers and certain officials, rather than serving its intended public purpose.

Although 20 organisations were empanelled, disproportionately large targets appear to have been allotted to only a few organisations. This raises questions regarding compliance with the prescribed RFP/EOI and empanelment norms and warrants an impartial examination of the allocation process.

There is also an apprehension that, if such a pattern continues, the CMYKY could become more of a documented training exercise on paper than a genuine youth empowerment programme, potentially resulting in wastage of public funds.

I therefore humbly request the chief minister's personal intervention, review and thorough enquiry into the August 2026 allocations, including the basis and criteria adopted, so that government funds are protected and the CMYKY project achieves its intended objective of empowering the youths of Arunachal.
