Editor,
I submit this second representation in continuation of my earlier representation regarding serious irregularities in the recent allocation of CMYKY training targets involving several crores of government funds by the Department of Skill Development & Entrepreneurship.
As an RTI activist, I have examined the RFP, official empanelment letter and recent CMYKY target allocation notice-cum-work order, and received complaints from several empanelled training providers alleging denial of fair opportunity.
The allocation of substantial training targets to only a few selected providers raises serious concerns over transparency and fairness.
The available documents and representations prima facie raise apprehensions of possible planned and coordinated allocation by certain officials in association with selected training providers, potentially resulting in undue financial benefit and wastage of public funds. The matter therefore requires independent verification.
The CMYKY is a priority project of the chief minister, aimed at skill development, livelihood creation and empowerment of the youths of Arunachal Pradesh. Any misuse or improper utilisation of public funds could undermine the objective of this important initiative.
I therefore humbly request an independent and time-bound inquiry into the allocation process and the role of the officials concerned and selected training providers. The process may also kindly be examined against the RFP, empanelment conditions and applicable government norms.
Considering the involvement of several crores of government funds, appropriate measures may kindly be taken, as permissible under law, to safeguard the funds and restrain further disbursement under the disputed allocations pending verification.
Based on the findings, the existing RFP/allocation process may kindly be reviewed and, if necessary, suitably modified, withdrawn or replaced with a fresh, transparent and accountable mechanism.
My sole objective is to protect the CMYKY from possible misuse, prevent wastage of government funds, and ensure successful implementation of this priority project for the youths of Arunachal.
I earnestly request the chief minister's attention in the larger public interest.
