Editor,

I respectfully submit this second reminder to the chief minister, in continuation of my earlier representation regarding serious allegations and apprehensions concerning the implementation of the CM Yuva Kaushal Yojana (CMYKY) under the Department of Skill Development & Entrepreneurship.

Despite my earlier representation and concerns raised by empanelled training providers, responsible citizens, NGO workers and RTI activists, there appears to be no visible administrative action or clarification till date.

The government's RFP/EOI empanelment list and the August 2026 CMYKY training target allocation notice raise serious prima facie questions regarding transparency and the basis of allocation. Although several organisations were empanelled, disproportionately large targets appear to have been allotted to only a few organisations.

There are also serious apprehensions and allegations that certain persons associated with the allocation and implementation process may have exercised undue influence to facilitate private financial gain. I respectfully do not prejudge the matter; however, allegations involving several crores of Arunachal Pradesh government funds deserve an impartial and time-bound investigation.

I respectfully submit that if these concerns are not independently investigated and necessary corrective action is not taken, there is a genuine apprehension that any existing irregular practices, if found to be present, may continue and further public funds may be exposed to misuse.

More importantly, the very objective of CMYKY - genuine skill development and empowerment of the youths of Arunachal Pradesh - may be seriously compromised. Instead of remaining a transparent public welfare programme, there is a risk that the scheme could effectively turn into a private profit-oriented arrangement benefiting a few individuals and selected training providers, at the cost of the intended beneficiaries and the public exchequer.

This matter therefore requires urgent intervention in the larger public interest and in the greater interest of the youths of Arunachal.

I therefore humbly request the chief minister's intervention for:

1. An independent and impartial enquiry into the August 2026 CMYKY target allocations and the criteria adopted.

2. Verification of the RFP/EOI conditions, empanelment process, file records, approvals and organisation-wise target allocations.

3. Examination of any favouritism, conflict of interest, manipulation, undue influence or financial benefit, if established.

4. Independent verification of actual beneficiaries, training activities and utilisation of government funds.

5. Appropriate action against any person found responsible for irregularities, in accordance with the law.

6. Providing an action taken report/status on my earlier representation.

My intention is not to target any individual or organisation. My sole objective is to ensure that government funds are protected, CMYKY remains transparent and accountable, and its original objective of genuinely empowering the youths of Arunachal is achieved.

I therefore earnestly request the chief minister's office to kindly treat this as a serious public interest matter involving several crores of government funds and order appropriate action at the earliest.

Takam Yassum,

NGO worker
