YUPIA, 10 Jul: The Papum Pare district administration, in collaboration with the Papum Pare unit of the All Nyishi Youth Association (ANYA) and the Yupia Youth Association (YYA) has resolved to intensify drive against illegal encroachment and unauthorised occupation of government land and residential quarters in the district.
The district administration, government departments, and both the organisations will work in close coordination to safeguard government land and public assets through regular inspections, accurate documentation, and strict enforcement of the relevant legal provisions.
The decision was taken during a meeting here on Friday, attended by administrative officers, the district land records and settlement officer, HoDs and representatives of the ANYA unit, YYA, and various government departments at the DC’s conference hall here on Friday.
During the meeting, the participants discussed creating a comprehensive database of all government land allotments and government residential quarters, and instances of unauthorised occupation of government land and public premises by both government employees and members of the public.
It also discussed mechanisms for effective monitoring and protection of government assets.
Deputy Commissioner Lobsang Tsering observed that although encroachment has become a persistent challenge, coordinated efforts by the administration and stakeholders can significantly reduce illegal occupation of government land and public assets.
He said that the government has adopted a stricter approach by linking the issuance of no objection certificates and vigilance clearances with service-related benefits such as promotions, modified assured career progression, and retirement benefits.
The DC said that several government employees have already faced delays in availing such benefits due to unresolved cases relating to unauthorised occupation of government quarters.
Tsering further directed all heads of departments to remain vigilant and ensure that employees under their administrative refrain from encroaching upon government land or occupying government quarters.
He cautioned that officers who knowingly ignore such violations by their subordinates may also face action under the Arunachal Pradesh Public Premises (Eviction of Unauthorised Occupants) Act and other applicable rules.
He called upon all departments to maintain updated records of government land and quarters and extend full cooperation to the district administration in the identification and removal of encroachments.
Additional Deputy Commissioner (HQ) Tame Yajum said that, in response to the demands raised by the district unit of the ANYA and YWA, joint inspection teams would be formed to verify cases of encroachment on government land and public premises.
The teams would be headed by the administrative officer of the respective jurisdiction and comprise representatives of the district administration as well as both the associations to ensure transparency during inspections, she said.
The ADC advised the representatives of the associations to familiarise themselves with the provisions of the Arunachal Pradesh Public Premises (Eviction of Unauthorised Occupants) Act to facilitate effective implementation of its provisions.
Referring to the demarcation of the Yupia district headquarters, she informed that the exercise has been temporarily suspended due to paucity of funds, and expressed hope that it would resume once adequate funds are made available.
Sagalee ADC Kipa Raja highlighted the need for scientific mapping of all government land and quarters. He stressed the importance of preparing an updated digital inventory incorporating land demarcation details, geo-coordinates, geotagged photographs, and boundary records, stating that such a system would greatly strengthen monitoring of government assets and facilitate timely detection of encroachments.
Kimin ADC Ocean Gao and Balijan Circle Officer Pura Rallo presented the status of government quarters and other encroachment-related issues within their respective jurisdictions.
They apprised the participants of cases of unauthorised occupation of government land and quarters, and assured the district administration of their full cooperation in the proposed inspection, verification, and documentation exercise.
Representatives from various departments, including PHED, RWD, Health, Education, and Power, also apprised the meeting of the status of departmental land and residential quarters under their control, and assured of full support to the district administration in safeguarding government assets.
The ANYA’s Papum Pare unit president Likha Robin, YYA president Tana Tako and its general secretary Teshi Ramesh expressed serious concern over the growing incidences of illegal encroachment on government land and unauthorised occupation of government quarters. They urged the district administration to initiate firm action against unauthorised occupants, irrespective of status, and highlighted the need to protect government properties for the benefit of serving employees and the public.
The representatives also suggested preparing comprehensive land records and documenting all government assets, including office premises and residential quarters, to strengthen their management and prevent future encroachments. (DIPRO)
