DAPORIJO, 19 Jun: The Upper Subansiri-Kamle District Boundary Affected People’s Forum has urged the state government to resolve the longstanding boundary issue between Upper Subansiri and Kamle districts in accordance with the provisions of the Arunachal Pradesh Reorganisation (Amendment) Act, 2017.
Addressing a press conference, the forum’s chairman, Dosh Dasi Tamin, stated that the Arunachal Pradesh Reorganisation (Amendment) Act, 2017 received the governor’s assent on 29 November, 2017, and was subsequently published in the official gazette on 4 December, 2017.
Tamin said that the Act clearly specified the administrative units that would form part of the newly created Kamle district.
According to him, the Act mentioned Gepen of Puchi-Geko and part of Sadar circle, comprising villages falling under the Raga Assembly constituency, including Ligu and Liruk villages.
Tamin stated that the Act clearly provided that Ligu and Liruk villages were carved out of Upper Subansiri district and became part of Kamle district. However, he alleged that confusion arose after a notification issued by the commissioner on 27 May, 2020, which stated that areas west of the Sigin River in Daporijo would come under Kamle district’s jurisdiction for policing purposes under the provisions of the Code of Criminal Procedure.
According to him, the notification used the Sigin River as a reference point for Kamle district jurisdiction, which led to confusion among the public regarding the actual district boundary.
Tamin further stated that the Sigin River lies at the heart of Daporijo, the administrative headquarters of Upper Subansiri district. He said that the river passes through the town, and that several government institutions have been functioning in the area for many years. Due to the absence of a properly demarcated boundary, many disputes and misunderstandings have arisen over time, prompting repeated representations to the government, he said.
He informed that, taking public sentiments into consideration, the Government of Arunachal Pradesh convened a meeting on 25 May, 2026, under the chairmanship of Home Commissioner Nyali Ete.
Officials from the general administration, including its Secretary Komkar Dulom, IGP Tusar Taba and government representatives participated in the meeting to discuss the boundary issue.
Tamin said that, following the meeting, developments reported on 27 May, 2026 were favourable to the affected people. He stated that the new notification clarified that Daporijo town and its nine colonies would remain under the jurisdiction of Upper Subansiri district, and welcomed the government’s intervention.
He also stressed that whenever a new district is created in the future, the government should simultaneously demarcate and officially notify district boundaries in order to prevent confusion, disputes and administrative complications.
Tamin further stated that the absence of proper boundary maps continues to create confusion among the public. He appealed to the commissioners and authorities of both districts to hold a joint meeting to address the remaining concerns. He also requested that higher-ranking officials participate in future discussions, so that a permanent and mutually acceptable solution can be reached.
The forum expressed hope that the government would take necessary steps to ensure a clear and lasting resolution of the Upper Subansiri-Kamle district boundary issue in the interest of the people of both districts.
Meanwhile, the forum in a representation to the Statistics & Economics Department secretary-cum-state census nodal officer demanded immediate inclusion of nine colonies under Upper Subansiri district in the ongoing houselisting and housing census.
The colonies are Sigum Rijo, Dilidi Colony, Sinyik Colony, Power Grid Colony, Santi Colony, Lidu Colony, Veterinary Colony, PI Colony and Degiam Yorlo.
“The omission appears to have arisen due to the administrative and jurisdictional dispute between Upper Subansiri and Kamle districts following Notification No HMB (A) 175/2018, dated 27 May, 2020, issued by the commissioner (home), Government of Arunachal Pradesh, concerning the jurisdiction of Raga police station under Kamle district,” the representation read.
It added that any omission would adversely affect official demographic records, future developmental planning, allocation of government resources, implementation of welfare programmes, and the legitimate interests of the residents concerned.
The forum urged the secretary to ensure that no household or resident of the nine colonies is left out of the census enumeration process on account of the pending boundary or jurisdictional dispute.
