Editor,
I respectfully submit this representation to the chief minister as a concerned youth welfare activist of Arunachal Pradesh, seeking his immediate personal attention to the ongoing implementation of the Chief Minister Yuva Kaushal Yojana (CMYKY).
The CMYKY was launched as a key initiative to provide meaningful, high-quality and employment-oriented skill development to the youths of Arunachal. However, in view of the allegations of large-scale financial and procedural irregularities, continuing public scrutiny and concerns regarding its implementation, an urgent review of the present model is necessary. The continuing allegations have created a negative narrative and growing apprehension among students and youths, affecting their confidence in the initiative. The chief minister's timely action and confidence-building measures are therefore essential to restore their trust.
In this context, I humbly request that the ongoing training module be suspended in its present form to enable a comprehensive review and restructuring of the CMYKY into a dedicated, genuine and outcome-oriented training programme focused on real skills, practical exposure, recognised qualifications, and sustainable career opportunities.
The restructured CMYKY may be placed under direct and transparent oversight with an independent expert panel comprising senior government officials/HoDs, distinguished academicians, representatives of reputed universities and technical institutions, industry experts, technical specialists, successful entrepreneurs and experienced local professionals. Such a panel may assist in curriculum development, quality assurance, mentorship, monitoring and evaluation.
Instead of relying predominantly on short-duration training, the government may consider recognised diploma, advanced certificate and specialised programmes through reputed government, national-level and established institutions with proven track records. Such programmes should provide in-depth knowledge, practical and live training, industry exposure, professional mentoring, and recognised qualifications, creating genuine pathways towards employment, entrepreneurship and long-term career development.
A dedicated pool of experienced local professionals, academicians, retired officials, technical specialists, entrepreneurs and industry practitioners may also be established as mentors and resource persons to strengthen the programme and provide meaningful guidance to the trainees.
The present allegations and public scrutiny should be treated as an opportunity to safeguard public resources, restore confidence among students and youths, and transform the CMYKY into a credible, sustainable and genuinely youth-centric programme.
I therefore earnestly request the chief minister's office to kindly take immediate decisive action for suspension of the ongoing training module, independent review, expert-led restructuring, and establishment of a transparent, accountable and outcome-oriented CMYKY framework, so that the scheme fulfils its intended purpose of creating real skills, meaningful opportunities and sustainable career pathways for the youths of Arunachal.
Moro Natung,
Youth welfare activist
