LEMMI, 16 Oct: The All Arunachal Contractor's Welfare Association, Pakke-Kessang District Unit (AACWA-PKDU) has lodged a complaint with the PWD (WZ) chief engineer over reduction in the estimated tender amount for the construction of the mini secretariat in Seijosa in Pakke-Kessang district, and sought clarification in the matter.
In a complaint letter, the association stated the work was first tendered at Rs 1,97,00,000 with EMD of Rs 1,97,000 for APST bidders and Rs 3,94,000 for non-APST bidders, and a completion period of 24 months. The same work was later re-tendered at Rs 1,72,63,083 with an EMD of Rs 1,72,630, a bid processing fee of Rs 5,000, and a completion period of 18 months, the association said.
The estimated amount has thus been reduced by Rs 24,36,917 (approximately 12.37%) for the work bearing the same name and location, it said.
The association sought a clarification on the reason and basis for the substantial reduction in the estimated amount, particularly whether the scope of work, quantities, specifications, design, rates or other components of the project have been altered.
It is also demanded clarification on whether the revised estimate and tender conditions have received the requisite technical sanction, administrative approval and financial concurrence, wherever applicable.
"The change in the estimated amount, along with the revised EMD, processing fee and completion period, raises legitimate questions regarding the basis on which the revised tender was prepared and issued," the association said, and urged the competent authority to examine the matter objectively and ensure that the tender process is conducted in accordance with the applicable rules and procedures.
It also demanded a thorough inquiry into the matter to ensure transparency in the tender process and proper utilisation of public fund.
