ITANAGAR, 20 Jun: The All Kebi Area Students, Youth, Development and Welfare Organisation has lodged a complaint with the state’s Anti-Corruption Bureau (ACB) SP, alleging substandard work, misuse of public fund, and violation of DPR provisions in the 28-km Pitapool-Khunglo (Pith) road project under the PWD Yazali Division.

The road (formerly Pitapool to Toru BRTF road),sanctioned under the Central Road and Infrastructure Fund in April 2022, was awarded to M/s D&L Enterprise for Rs 18,72,78,998.12, the organisation said.

The organisation in the complaint letter alleged multiple deficiencies, including absence of RCC retaining wall of 4 metre height and 100 metrelength, and 3 metre height and 80 metre length;non-construction of proposed slab culvert at 3 km and 7 km; visible cracks in the retaining wall at Leliya Nallah near the 17 km point (Depo village);missing weep holes in retaining/breast walls;inadequate formation cutting and widening works; and unusually thin bituminous layer laid on poorly prepared surfaces.

The organisation alleged also that bituminous layers were laid in some portions during the ongoing monsoon, violating norms.

It further alleged that the bridge over the Dabar River has been constructed with a length of approximately 16 metre instead of the sanctioned 20 metre, and the bridge over the Pith River with a length of approximately 26 metre instead of the sanctioned 30 metre.

The complainant also alleged that cement concrete drains have not been constructed in accordance with the prescribed specifications, and that the kutcha drains have either not been properly executed or remain incomplete.

Retaining walls, breast walls, wing walls, bridge foundations, and other related structures were also alleged to be below specifications or incomplete.

The project was allegedly not completed within the stipulated timeframe, as the executing agencies reportedly failed to carry out the required work during the designated working period from November 2025 to March 2026, it said.

The organisation said it had repeatedly brought the matter to the attention of the executing agency and representatives of the contractor through meetings, telephonic communications, and oral representations, but no corrective steps were taken.

“In order to create public awareness and draw the attention of the authorities concerned towards the apparent deficiencies in the project, we recorded and shared a short awareness video on social media platforms. The video was intended solely to highlight issues of public concern relating to the quality of the road project and to encourage corrective action by the executing agency.

“Subsequently, instead of addressing the concerns raised regarding the quality and execution of the project, a criminal case was reportedly registered against some of the complainants at the Yazali police station under Sections 326(b), 308, and 61(2) of the Bharatiya Nyaya Sanhita, 2023, read with Section 3 of the Prevention of Damage to Public Property Act, 1984, in a desperate attempt to suppress public criticism and cover up the alleged corruption, irregularities, and misdeeds committed by the authorities concerned, implementing agencies, contractors, and sub-contractors involved in the execution of the said project” the letter read.

The organisation urged the ACB to register a case under the Prevention of Corruption Act, 1988, and conduct a fair, impartial, and transparent investigation into the alleged substandard execution of the road. It also called for inquiry into misuse, diversion or misappropriation of public funds, an independent technical inspection, quality audit, verification of DPR compliance, and recovery of fund for unexecuted works. It said that pending payments, if any, should be withheld.

It also sought preservation and production of all relevant records, including measurement books, quality control registers, laboratory test reports, running account bills, completion reports, geotagged photographs, and related documents to prevent tampering or destruction of evidence.

The organisation said it would extend full cooperation and submit additional evidence during inquiry.
