Editor,
I respectfully submit this representation to the chief minister as an investigative reporter and concerned citizen, with a sense of social responsibility towards the youths of Arunachal Pradesh and the proper utilisation of valuable public funds.
In view of the continuing public concerns and allegations surrounding the implementation of the Chief Minister Yuva Kaushal Yojana (CMYKY), and after reviewing the RFP, April 2026 empanelment letter and August 2026 target allocation-cum-work order issued by the Department of Skill Development & Entrepreneurship, I respectfully submit that the present implementation pattern requires immediate review and constructive transformation.
Rather than repeating the issues already raised through earlier representations, I wish to place before the chief minister a few additional and practical reform suggestions that could transform the CMYKY into a more credible, sustainable and genuinely youth-centric programme.
Key suggestions for immediate consideration:
1. Immediately review and place the present CMYKY training-allocation model under strict scrutiny until its institutional suitability, transparency and compliance are independently verified.
2. Redesign CMYKY around credible government, apex, national-level and autonomous institutions, wherever suitable courses and institutional capacity are available.
3. Prioritise direct institution-to-institution partnerships with reputed institutions such as IIE, NIELIT, CIPET, Tool Room institutions, NERIST, universities, government ITIs, government polytechnics and other established public institutions.
4. Maximise the use of existing government infrastructure, laboratories, technical manpower and subject-matter experts, while establishing mentorship support from experienced academicians, successful entrepreneurs and accomplished professionals from relevant fields to provide practical guidance and career-oriented exposure to youths.
5. Wherever appropriate, introduce advanced certificate, diploma and specialised programmes responsive to emerging technologies, evolving employment opportunities and future skill requirements.
6. Establish a transparent, objective and needs-based target-allocation mechanism, with clearly defined criteria, documented justification and independent scrutiny.
7. Constitute an independent expert panel comprising government, academic, technical, industry and institutional experts to guide programme redesign, course selection, institutional partnerships and quality assurance.
8. Make field verification, third-party assessment, certification verification, technology-based attendance and placement tracking integral components of the CMYKY.
9. Consider private training providers only where a genuine and demonstrable capacity gap exists, following transparent assessment, due diligence and verification of institutional capability.
10. Focus the CMYKY on quality training, recognised qualifications, employment and entrepreneurship to ensure that public investment delivers meaningful benefits to Arunachal's youths.
A constructive way forward
A strategically revamped CMYKY, centred on reputed government and apex institutions, can deliver quality training, recognised qualifications and sustainable career opportunities, while ensuring that the substantial public funds fully provided by the Government of Arunachal Pradesh are handled with utmost public responsibility, transparency and accountability, and translated into genuine, measurable outcomes for the youths. I therefore request reconstitution of a decentralised implementation team under neutral, multi-level and direct oversight of the chief minister, with a transparent, outcome-oriented framework focused on genuine and lasting benefits for the youths of Arunachal.
Such a transformative approach can move the CMYKY beyond repetitive implementation patterns, strengthen institutional accountability, restore public confidence, and ensure that the substantial government investment delivers real, measurable and lasting outcomes for the youths of Arunachal.
I therefore respectfully submit this representation in the larger public interest, with the sincere hope that, under the chief minister's direct leadership, the CMYKY will emerge as a credible, sustainable and genuinely transformative youth-skill development initiative, creating meaningful opportunities, empowering the next generation, and contributing to their brighter future.
