DAPORIJO, 29 May: Upper Subansiri Deputy Commissioner Tasso Gambo chaired a District Level Monitoring Committee (DLMC) meeting with administrative officers, HoDs, and zilla parishad members here on Friday.
During the meeting, all departments delivered presentations, highlighting the status of ongoing developmental works and schemes being implemented under their respective departments. The departments also raised challenges being faced during project execution, and sought cooperation and support from public representatives, leaders, the administration, and the public to resolve the issues for smooth implementation of developmental activities.
Among the key issues discussed were land availability, delays in handing/taking over of completed infrastructure, and damage to roads caused by the illegal construction of speed breakers. The departments highlighted that lack of suitable land, particularly for educational infrastructure, has delayed several projects and affected approved plans. It was also pointed out that reluctance in formally taking over completed buildings often leads to neglect and deterioration, and buildings becomedefunct.
Additionally, concerns were raised regarding unauthorised speed breakers constructed by residents, which damage roads, create traffic hazards, and increase accident risks, especially for two-wheeler riders.
The DDSE emphasised the issue of departments not being adequately consulted during the execution of works related to the education sector. She highlighted concerns regarding land availability, project cost estimation, DPR preparation, and execution quality of educational infrastructure. She stated that insufficient departmental coordination often creates complications during monitoring and handing over processes, ultimately affecting quality standards, and leading to underutilised or defunct school infrastructure.
She appealed to all stakeholders and public representatives to prioritise the education sector and ensure quality work without compromise.
The deputy commissioner advised all departments to strengthen inter-departmental communication and resolve issues through cooperative collaboration at every stage of projects’ implementation.
Several ZPMs raised serious concerns regarding water quality and availability across the district, alleging inadequate field monitoring and lack of accessibility of officials for public grievances. They urged the department concerned to address the issues promptly.
Responding to the concerns, PHE Executive Engineer Kodokha acknowledged the existing shortcomings and explained that inadequate manpower has severely affected service delivery in the vast district. He proposed posting of additional officers under his jurisdiction to improve monitoring and public service.
The PHE and Power Departments highlighted the issue of inadequate funding, particularly for maintenance works. Officials stated that insufficient maintenance funds have resulted in frequent equipment failures and recurring power disruptions. The executive engineer of the Power Department’sDaporijo division informed that ABC cabling is being introduced in Upper Subansiri for the first time, which is expected to significantly reduce electrical accidents.
The DUDA AE raised concerns regarding solid waste management, shortage of staff, and repair requirements of the MRF building, and stressed the need for inter-departmental collaboration for effective town planning. Future plans in partnership with NGOs for waste management solutions in Daporijo township were also discussed.
The DDMO reviewed the monsoon preparedness and sought cooperation from all departments to minimise accidents and prevent loss of lives during the monsoon season. (DIPRO)
