Editor,

I submit this representation to the chief minister as an NGO worker and social activist concerned with the future of Arunachal Pradesh' youths, regarding responsible utilisation of public funds.

Recent public reports and representations have raised serious allegations of financial and procedural irregularities in the CMYKY. Considering the multi-crore government funds involved, I respectfully urge the chief minister to undertake an immediate review, ensure an independent examination of the allegations, and establish appropriate accountability in accordance with applicable rules and due process.

In this regard, I respectfully request consideration of the following measures:

# Immediate CM-level review: Review the present allocation and implementation framework and take appropriate corrective measures based on the findings of an independent examination.

# Accountability and responsibility: Examine the role and responsibility of all officials concerned, including the official presently exercising overall control of the CMYKY and the OSD associated with the programme, against whom allegations have been raised.

# Greater involvement of government institutions: Wherever legally and administratively feasible, strengthen CMYKY through direct government-to-government MoUs and institutional partnerships with reputed government, state government, national/state-level apex, premier public and suitable Government of India institutions having established expertise, infrastructure and technical capacity.

# Utilisation of public infrastructure: Make greater use of existing government laboratories, training facilities, technical manpower and institutional expertise to expand quality training opportunities and reduce avoidable implementation and administrative costs.

#Independent decentralised oversight: Establish a CM-nominated, multi-departmental monitoring mechanism comprising senior administrators, domain experts, academicians and qualified professionals to periodically review implementation, allocations and outcomes and report appropriately to the chief minister.

# Youth-centric outcomes: Reorient the CMYKY towards recognised qualifications, contemporary and future-oriented skills, practical exposure, mentorship, entrepreneurship, employment and sustainable career pathways, rather than focusing primarily on numerical targets.

A new direction for CMYKY

The CMYKY can be given a more credible and effective direction through direct CM-led institutional partnerships and MoUs with reputed government and premier public institutions. Their expertise, infrastructure and institutional capacity can help expand quality opportunities for Arunachal's youths while promoting transparent and responsible utilisation of public funds.

I therefore earnestly urge the chief minister to take immediate and decisive action to ensure transparency, accountability and a stronger institutional framework for the CMYKY, so that it becomes a meaningful and transformative opportunity for the youths of Arunachal.
